Documents to be provided in the dossier of the applicant:
(1) Certificate of Studies (baccalaureate diploma or an equivalent diploma, 2 certified copies in the language of issuance + 2 certified translations into Romanian from a notary public if the documents are not issued in English). The high school diploma must allow the candidate access to higher education in the country of origin.
(2) Transcript of Records (2 certified copies in the language of issuance + 2 certified translations into Romanian if the documents are not issued in English), and Syllabus in case of applicants who request the recognition for partial studies
(3) Birth Certificate (original copy + certified translation into English or Romanian)
(4) Medical Tests: HIV and VDRL – to be provided on registration
(5) Medical Record – vaccines and a certificate from the general practitioner in the country of origin attesting that the candidate does not suffer from any chronic or neuropsychological illnesses, contagious diseases or other illnesses not compatible with the future profession.

The documents required in order to enroll in the study programs offered by the “Grigore T. Popa” University of Medicine and Pharmacy in Iasi are as follows:
– Standardized Application Form for the issue of the Letter of Acceptance to study (non-E.U. states) / Certificate form (E.U. states) (2 copies), completely filled out and signed;
– 2 copies and 2 certified translations of the Baccalaureate Diploma, or an equivalent to the Baccalaureate Diploma certified by the relevant authority in the issuing country, including the grades obtained in the Baccalaureate exam. Graduates of 2019 who have not yet received their Baccalaureate Diplomas will submit an official certification signed and/or stamped (depending on the standard procedure of the respective institution), issued by the institution organizing the Baccalaureate Exam; the document should indicate the fact that the candidate has passed the examination and should list the grades obtained for each subject matter (2 certified copies). UMF Tirgu Mures will evaluate your English level through an Skype interview. Each applicant will sustain a short Skype interview, which will be scheduled and announced in time. The purpose is the evaluation of the compatibility with the medical profession and the English Proficiency.
You can find in the Download section a list with the possible, but not mandatory questions that you may be asked (Appendix 4).
In order for applicants to demonstrate their language proficiency, the application files must include supporting documents. Please include one out of the following three documents:
1. an internationally recognized language certificate:
a. for the study programs with courses taught in English the following certificates are recognized:
– Cambridge English: Cambridge English: First (FCE), Cambridge English: Advanced (CAE), Cambridge English: Proficiency (CPE), Cambridge English: Business Vantage (BEC Vantage), Cambridge English: Business Higher (BEC Higher);
– IELTS (minimum result: band 5.5);
– TOEFL iBT (minimum result: 72 points);
– TOEIC – all test components: TOEIC Listening and Reading and TOEIC Speaking and Writing, with the following minimum results: Listening 400 points, Reading 385 points, Speaking 160 points, Writing 150 points.
Certificates with limited validity must be valid at the beginning of the academic year in which the applicant enrolled.(...). read more
The exam for the evaluation of language knowledge for candidates who do not have a certificate of language skills, according to Annex 1
The “Grigore T. Popa” University of Medicine and Pharmacy Iasi organizes a test exam for the evaluation of language knowledge in order to obtain the language skills certificate which allows the applicants to take part in the admission process, based on the evaluation of secondary education results and personal achievements leading to their access to study programs taught in Romanian, English or French, on places requiring the payment of the tuition fee in foreign currency, during the academic year 2019-2020.

Candidates wishing to study in English or French HAVE TO take a language test organized by the language department of the university, test that will be marked “PASSED” or “FAILED”. Foreign citizens choosing to study in English will provide one of the following documents:

All candidates, with no exception, shall take the English test.
The linguistic competency of the candidates must be proved by the presence of supporting documents in the file, according to one of the two conditions:
1. By submitting an internationally recognized language proficiency certificate;
– The certificates must provide an explicit indication of the level of language (minimum B2 level, according to the Common European Framework of Reference for Languages). (ANNEX 3); The citizens who have completed high school studies in an educational institution where the language of instruction is English are exempted from presenting the language competency certificate;
2. An English examination, conducted at the Discipline of Modern Languages, the Faculty of Medicine. In order to sit for this exam a fee of €400 (non-EU countries) / the equivalent value in RON of €400 (EU countries) shall be paid. For this option, the candidates are asked to make a prior appointment at the Office for Foreign Students, by sending an e-mail to studentistraini@umfcd.ro. The exams (written and oral) are scheduled for ANNEX 8.
All the selected candidates must participate at the English language test, in late September. The test will be marked with Passed/Failed.
The test will take place between 26th / 28th of September 2018, is mandatory for all candidates and will be marked as Passed/Failed.
The provisionally admitted candidates wishing to study in English or French HAVE TO take a language test organized by the language department of our university, test that will be marked with “PASSED” or “FAILED”. For undergraduate studies taught in English, the admission on available seats of foreign candidates from the EU member states, the EEA states and the Swiss Confederation and also non-EU citizens, mandatorily includes and eliminatory test of language competence with the pass/fail grading option.

Citizens of the EU, the EEA, the Swiss Confederation or third countries are eligible for application by evaluation of the documents attesting school performance and personal achievements.
A high school diploma from an accredited high school in the applicant’s country of origin is the minimum application requirement. This diploma must be recognized by the Ministry of National Education in Romania.
Eligibility to enroll in the admission competition for self-funded places (foreign currency), consisting in the evaluation of the candidates’ academic and personal achievements, is as follows:
- Citizens from non-EU and EU member states, as well as citizens of the European Economic Area and the Swiss Confederation are eligible to apply for the study programs with tuition in Romanian, English or French language;
– Romanian citizens may apply for the study programs with tuition in English or French language.
The following candidates are eligible to participate in the entrance exam for a place at the study programs in English/French:

The Romanian citizens, the citizens from the E.U. countries, the European Economic Area (E.E.A.) and the Swiss Confederation and the foreign citizens from the non-E.U. countries may apply for the entrance examination on a file based competition (by assessment of the school performances and personal achievements).
The minimum condition to apply for the Bachelor’s degree studies is the graduation of an accredited high school in the country of origin and whose awarded diploma should grant access to academic studies in the respective country and should be recognized by the Ministry of National Education (MNE) in Romania.
Can get into the national education system, those citizens from member states of European Union, from the European Economic Area and Swiss Confederation, as well as citizens from Non EU states, who:
➜ have documents that certify the citizenship of the state of origin and who require the enrollment to studies in Romania on own expenses;

Foreign citizens from European Union (EU) member states, from countries belonging to the European Economic Area (EEA) and the Swiss Confederation (CH) can apply for admission to undergraduate study programs under the same conditions provided by law, including tuition fees, as Romanian citizens.

The tuition fee for the 2019-2020 academic year is: 6 000 EUR. The deposit is 3000 EUR and will be deducted from your first year tuition fee. In case of acceptance (conditional admission), the first instalment of 3000 euro will be paid until May 21st for Early Admission.
The tuition fee per year of study for newly enrolled applicants admitted in the academic year 2019-2020 based on the evaluation of their application file is of EUR 6000 for the study programs in Medicine, Dental Medicine and Pharmacy.
All applicants, except for those who have been admitted within the Admission of Romanians Everywhere must pay a non-refundable application processing fee in the amount of EUR 250.
The admission competition for self-funded places (foreign currency) in the study programs with tuition in English language in the academic year 2019-2020, based on the evaluation of the candidates’ academic and personal achievements, is organized by the University for the following faculties:
Faculty of Medicine, duration of studies 6 years, fee 5000 EURO/year
Faculty of Dental Medicine, duration of studies 6 years, fee 5000 EURO/year
The tuition fee per year of study for newly enrolled applicants admitted in the academic year 2019-2020 is of EUR 6000 for the study programs in Medicine (English and French) and Dental Medicine (English).
Tuition fees are established in euro.The amount of the tuition fees does not change during the academic year.The amount of the tuition fees remains the same during the entire study period, except for the cases where the respective period has been exceeded.
The tuition fees have been settled according to the Senate Decision HS 129/14.09.2009.
Fulltime undergraduate and postgraduate studies: Medicine, 500 euro/month
The tuition fees shall be paid for the entire academic year including training periods as stipulated in the curricula. The tuition fees shall be paid in advance for a period of 9 months (Ordinance no. 22/2009).
The tuition fee applicable to the newly enrolled candidates, through the assessment of their personal files, in the academic year 2019/2020 is the equivalent value in RON of € 6,000 /year for the EU/EEA/CH citizens and € 6,000 /year for Non-EU citizens.
For EU/EEA/CH citizens: The tuition fees, for the students enrolled in the academic year 2019/2020, may also be paid in three instalments (50% – on enrolment – non-refundable amount; 25% – on the 15th of January of every academic year – non-refundable amount; 25% – on the 15th of April of every academic year – non-refundable amount).
The failure to pay the tuition fees, according to the methodology, throughout the duration of the studies, shall lead to the suspension of the quality of a student. A fee of RON 300 will be charged for regaining the quality of a student.
For Non-EU citizens: The tuition fee for the students enrolled in the academic year 2019/2020 shall be paid in full and is a non-refundable fee.
The failure to pay the tuition fees, according to the methodology, throughout the duration of the studies, shall lead to the suspension of the quality of a student. A fee of RON 300 will be charged for regaining the quality of a student.
The tuition fee for both Medicine in English and Pharmacy in English is 5.000 euros/year.
The tuition fee per year of study for newly enrolled applicants admitted in the academic year 2019-2020 based on the evaluation of their application file is of EUR 5000 for the study programs in Medicine (English and French) and EUR 6000 for Dental Medicine (English).

The tuition fee for the 2018-2019 academic year is: 5 000 EUR.
(1) Applicants from the following EU countries will present their Certificate of Studies (baccalaureate diploma or an equivalent diploma) certified with the Hague Apostille: Greece, Cyprus, Italy, Portugal, Spain.
(2) Swedish citizens have to provide a certificate from the Swedish Council for Higher Education, stating that the applicant meets the general requirements to apply to Swedish universities.
EU citizens do not need a study visa. However, they must notify the Ministry of Administration and Internal Affairs about their stay in Romania. The Foreign Students Department will provide counseling in this respect.
For EU, EEA and Swiss Confederation citizens, studies are recognized by the National Center for Recognition and Equivalence of Diplomas, which is part of the Romanian Ministry of Education. All the documents required for the recognition of high school studies are also included in the application file.
If you are considered eligible and your file is complete, the University will submit your documents for recognition to the National Center for Recognition and Equivalence of Diplomas.
Upon evaluation of your file, the National Center for Recognition and Equivalence of Diplomas will issue a certificate/attestation granting you the right to pursue higher education studies in Romania.
Enrolment in the study programs of our university is dependent upon recognition of your studies by the National Center for Recognition and Equivalence of Diplomas.

For countries part of the Hague Convention, any study documents submitted for recognition/equivalence shall have the Hague Apostille given by the appropriate authorities in the issuing country; study documents from Italy, Greece, Spain, Portugal and Cyprus shall have the Hague Apostille, while the other EU member states are exempted.
The admission for EU citizens, European Economic Area and the Swiss Confederation is conditioned by passing a COMPETITIVE ENTRACE EXAM, that will take place on 17 July 2019, between 10 a.m. – 12 a.m. The minimum final average cannot be less than 5 (five).Appeals referring to the way in which the competitive entrance exam was organized or to the results obtained can be submitted, in writing at the university registration office, on 18 July 2019, between 8 a.m. – 2 p.m.The schedule of the registration and enrollment (filling-in and submitting the online registration form, without exceeding the deadline for registration) is between 01.04.2019 – 11.07.2019, 3.30 pm (local time).The payment of the confirmation fee does not guarantee the admission of the candidates, as this eventually depends on receiving the validation of their high-school/equivalent diploma by the National Centre for the recognition and validation of diplomas and by the payment of the tuition fee in full.Rejected candidates may pay the confirmation fee in the first round of confirmations, even if there are no vacant places at the respective moment, keeping in mind the following:If no place becomes vacant in the months August – September, the confirmation fee will not be reimbursed;If a candidate who has paid the confirmation fee does not receive the validation of his high-school/equivalent diploma by the National Centre for the Recognition and Validation of Diplomas the confirmation fee will not be reimbursed.Candidates from EU countries, the Swiss Confederation or the EEA should have their study documents endorsed by the National Centre for the Recognition and Validation of Diplomas (CNRED www.cnred.edu.ro) PRIOR to the enrollment in the academic year 2019-2020. The candidate is declared eligible when the file is complete. The incomplete files are processed but are not eligible for assessment. The Office for Foreign Students shall send the documents to the Ministry of National Education to request the issue of the Certificate of recognition of studies. If your file is complete and you are declared eligible, the National Centre for Recognition and Equivalence of Diplomas shall issue a CERTIFICATE entitling you to pursue academic studies in Romania.
The enrolment in the study programmes of the university depends on the recognition of the studies by the National Centre for Recognition and Equivalence of Diplomas. The non-recognition by the National Centre for Recognition and Equivalence of Diplomas of your studies denies your enrolment.
For the countries which are signatory parties of the Hague Apostille Convention, the study documents subject to equivalence/recognition must bear the Hague Apostille applied by the competent authorities of the issuing countries; the study documents from Italy, Greece, Spain, Portugal and Cyprus shall bear the Hague Convention Apostille, the other EU member countries being exempted;
The EU citizens do not need a student visa in Romania. They have to notify their residence on the Romanian territory to the General Inspectorate for Immigration – 29, Nicolae Iorga Street, Bucharest. The Office for Foreign Students will advise foreign students in this regard.
Hague Apostille is requested for diplomas from countries which are parties to the Hague Apostille, issued by the competent authorities in the issuing countries. (1) The dossier of the applicants will include the same documents as mentioned in the Documents for registration section, except those mentioned in part (10). The dossier will contain 2 completed and signed copies of the Application for the Issuance of the Letter of Acceptance to Studies.
(2) These documents must be authenticated by the Romanian Embassy in the issuing country or by the Hague Apostille (depending on the case).
(3) According to order 3359MD/11.03.2013 issued by the Romanian Ministry of National Education and Scientific Research, applicants from non-EU countries will send the application dossier directly to the University of Medicine, Pharmacy, Sciences and Technology of Tîrgu Mureş.
(4) It is the University of Medicine, Pharmacy, Sciences and Technology of Tîrgu Mureş that sends all the documents provided by the applicants to the Romanian Ministry of National Education, in order to be evaluated by the Department of International Relations of the Ministry, which will deliver the Letter of Acceptance to Studies.
(5) Only candidates for whom the Letter of acceptance was issued can be enrolled to study at UMFST Tîrgu Mureş.
Students from countries outside the European Union, outside the European Economic Area (Norway, Iceland, Liechtenstein), or outside the Swiss Confederation have to pay the whole tuition fee (6 000 Euro) in advance for the entire academic year (2019-2020) before the 1st of October 2019.
Citizens of non-EU countries need a study visa issued by the Romanian Embassy in the country of origin. The visa is issued based on the Letter of Acceptance to studies delivered by the General Direction of International Relations and European Affairs within the Ministry of National Education in Romania.
For non-EU citizens, high school studies are recognized by the General Department for International Relations and European Affairs within the Romanian Ministry of National Education. All the documents required for the recognition of high school studies are also included in the application file.
If you are considered eligible and your file is complete, the General Department for International Relations and European Affairs issues a Letter of acceptance to studies. This letter is indispensable for obtaining the study visa.Enrolment in the study programs of our university is dependent upon recognition of your studies by the General Department for International Relations and European Affairs.

For countries NOT part of the Hague Convention, study documents shall be authenticated additionally or shall be submitted together with Statements of Authenticity from the appropriate institutions in the respective country of origin.
The Letter of Acceptance and the Certificate of Recognition/Equivalence for studies carried out abroad, issued by MNE, are the only documents necessary and mandatory for non–EU citizens to be able to study at the “Grigore T. Popa” U.M.PH. Iaşi.
For registration purposes, candidates who are non-EU citizens must obtain the study visa from the Romanian Embassy in the country of origin, which will be granted based on the Letter of Acceptance issued by the General Direction for International Relations and European Affairs at MNE, Romania.
The admitted candidates will be selected according to the own selection criteria established by the university, according to the number of available places approved for each study program.The schedule of the registration and enrollment (filling-in and submitting the online registration form, without exceeding the deadline for registration) is between 01.04.2019 – 19.07.2019, 3.30 pm (local time).The payment of the confirmation fee does not guarantee the admission of the candidates, as this eventually depends on receiving a letter of acceptance to studies, a study visa and the payment of the tuition fee in full.Rejected candidates may pay the confirmation fee in the first round of confirmations, even if there are no vacant places at the respective moment, keeping in mind the following:If no place becomes vacant in the months August – September, the confirmation fee will not be reimbursed;If a candidate who has paid the confirmation fee does not receive a Letter of Acceptance issued by the Romanian Ministry of Education or a study visa, the confirmation fee will not be reimbursed.The tuition fee can be paid in a single installment before enrollment.If candidates submit their documents to several Romanian universities, this might lead to a delay in the issuance of the Letter of Acceptance to Study; consequently the candidates may not get a study visa in due time thus not being able to meet the registration deadline established by the university.Study documents issued by the states that are not signatories of the Hague Apostille Convention must be certified by (documents that do not have this certification will be rejected):1.The Ministry of Foreign Affairs of the country where the respective document was issued and 2. In the case of the citizens coming from countries other than the EU, the EEA and the Swiss Confederation, the studies are validated by the Romanian Ministry of Education, Research, Youth and Sport. The Office for Foreign Students shall send to the Ministry of National Education – the General Department of International Relations and European Affairs (GDIREA) the list of the selected candidates for the issuance of the Letter of Acceptance to studies.
The enrolment in the study programmes of the university is conditional upon receiving the Letter of Acceptance to studies. Failure to receive the Letter of Acceptance denies your enrolment.
The candidates from the non-E.U. countries require a student visa, issued by the Romanian Embassy from the country of origin. The visa shall be issued based on the Letter of Acceptance to Studies, issued by the General Department of International Relations and European Affairs of the Ministry of National Education in Romania and on the payment in full of the tuition fee.
For the countries which ARE NOT signatory parties to the Hague Apostille Convention, the study documents shall be authenticated or accompanied by the Certificate of Authenticity issued by the competent authorities of the country of origin;
The authentication shall be applied by the Ministry of Foreign Affairs of the issuing country and the Embassy/Consular Office of Romania in the respective country or by the Ministry of Foreign Affairs of the issuing country and its Embassy/Consular Office in Romania and the Ministry of Foreign Affairs of Romania; for the countries where there are no diplomatic missions of Romania or that do not have diplomatic missions in Romania, the study documents shall have a certification issued by the Ministry of Education and the Ministry of Foreign Affairs of the issuing country.
